Independent MLC leads NSW Upper House change to flood plain legislation, sends back to Water Minister

The rights of landholders to undertake flood plain harvesting has been thrust back to the early 1900s after the New South Wales Upper House voted to disallow a law brought in during a significant rain event in February, which allowed irrigators access to harvest flood plain water without a licence.
