Goulburn Murray Water (GMW) says more rainfall is needed before irrigators can get a water allocation.
Steady showers over the weekend resulted in much needed water flows to the region's storages.
Lake Eildon is now 16 per cent full, Dartmouth Dam is 18 per cent, while Lake Hume is at 19 per cent capacity.
GMW spokesman Graeme Hannan says every little bit of rain helps.
"There's still a large deficit to having enough water to be able to meet the system operating requirements," he said.
"This is certainly a step in the right direction, but it's too early to call it as having bridged the gap yet."
