Gympie Mayor Ron Dyne says he has nothing but praise for the work of the Queensland Reconstruction Authority (QRA).
The authority was established in the wake of last year's floods but Lockyer Valley Mayor Steve Jones says it is inconsistent and too bureaucratic.
Councillor Jones says there is too much paperwork and Lockyer council is millions of dollars out of pocket.
Gympie council has received about $14 million of an estimated $38 million flood damage bill and Cr Dyne expects to be paid in full.
"Certainly there is a lot of paperwork but then when they're contributing the money for this reconstruction work and they have to be audited, because they are an agent of the Commonwealth, there will be a lot of paperwork, so we are compliant," he said.
"We do the paperwork and we get a good service out of QRA."
